Two kinds of local businesses, two strategies
- Storefront / physical locations (restaurants, clinics, hotels, bars): Google Business Profile per location is the main driver. Website location pages support it.
- Service-area and remote businesses (agencies, software, consultants): you can serve a city without an office there. Be transparent about it. Do not list fake addresses or virtual offices as real locations; that violates Google Business Profile guidelines and can get listings suspended.
A location-page standard that avoids doorway-page risk
- One page per genuinely served city or region, in a clear hierarchy: country → region/city.
- Unique content on each page: local industries, neighbourhoods or districts served, local regulations (for example UK GDPR, GDPR, PIPEDA, UAE PDPL), time-zone and delivery model, local FAQs and examples.
- Real proof: client work in that market, testimonials with permission, case studies. If you have none yet, say how you serve the market rather than inventing results.
- Honest NAP: show your real address; describe service areas in text.
- LocalBusiness/ProfessionalService schema with
areaServedrather than a fakeaddress. - Internal links: country hub → city pages → relevant service/guide pages, and back.
- Quality gate: if a city page cannot be made meaningfully different, merge it into a regional page.

Worked example: a UK restaurant group with three venues
A group with venues in Leicester, Nottingham and Leamington Spa needs three Google Business Profiles with their own categories, photos, menus and review streams, plus a website with one location page per venue containing unique content (address, parking, neighbourhood, events, local dishes, booking link), schema per venue, and a group page that links them. A single generic “our locations” page would underperform.
Add per-venue review collection (QR at the table, follow-up message), local press and community partnerships, and regular GBP posts. Track rankings per venue with a local grid tool, plus Map Pack position, not one global rank.
Worked example: a remote agency serving many countries
A remote agency cannot create profiles for places it is not in. Instead, build country hubs and city pages that explain how the service is delivered there, local context, compliance and time-zone fit, plus genuine proof: client work in that market, reviews and case studies as they are earned. Prioritise cities by demand and fit, publish in waves, check indexing in Search Console, and merge or improve pages that do not get traction.

Create genuine, differentiated pages for each city you serve, maintain a Google Business Profile for each real location, build local citations and reviews, and structure internal links from country to city.
Will many city pages get me penalised?
Mass-produced, near-identical pages can be treated as doorway pages. Differentiated, useful pages that serve real local demand are fine.
Can I rank in a city where I have no office?
Yes for service-area and online businesses, through location content, links and reviews, but you cannot create a Google Business Profile for a location that is not real.
Does local SEO matter for AI search?
Yes. AI engines answering “best X near me” draw on local profiles, reviews and local pages.
