How billing works now
- Meta replaced conversation-based pricing with per-message pricing on 1 July 2025.
- You pay for delivered template messages, priced by category and recipient country.
- Categories: marketing, utility, authentication, and service (user-initiated conversation replies).
- Messages inside certain free entry-point windows remain free.
Per reports of Meta’s 2026 rate card, example US rates are about $0.025 per marketing message and $0.004 for utility or authentication, while marketing rates vary widely by country (from about $0.01 in some markets to well over $0.15 in others). Rates and rules change, so confirm on Meta’s official pricing page and with your provider.
A simple budgeting method
- List flows: booking confirmations (utility), reminders (utility), promotions (marketing), OTP (authentication).
- Estimate monthly messages per flow and per country.
- Multiply by the current per-message rate and add your BSP (provider) fees.
- Add a 20% buffer; track actuals monthly.
Example: 3,000 utility reminders and 1,000 marketing messages to US numbers at the rates above is about $12 + $25 = $37 per month in Meta fees, before provider fees.
Ways to cut cost
- Use utility templates for transactional updates; reserve marketing for real campaigns.
- Encourage customers to message first to start service conversations.
- Segment and cap marketing frequency.
- Use click-to-WhatsApp ads and entry points where they qualify for free windows.

Worked budget: a clinic and a restaurant
Clinic (India-based numbers, illustrative): 2,000 appointment reminders and confirmations per month are utility messages. Multiply by the current utility rate for your country, add the provider’s platform fee, and compare with the cost of a no-show. If reminders cut even a few percent of missed appointments, the saving usually exceeds the message cost.
Restaurant group: booking confirmations and reminders are utility; a weekly promotion to opted-in guests is marketing. Keep promotions to those who opted in and cap frequency, since marketing messages carry the highest rate.
In both cases the method is the same: count messages per category and country, multiply by the published rate, add provider fees and a buffer, and review actuals monthly.
Compliance basics
- Collect explicit opt-in and record when and how it was given.
- Include an easy opt-out and honour it immediately.
- Use approved templates with accurate category labels; mislabelling marketing as utility can lead to rejection or re-categorisation.
- Do not send sensitive personal or health details in message text.
- Check local rules on commercial messaging for each country you contact.
